I've shot some photos in portrait orientation, and they appear that way in my finder and when I open them in Preview. But when I open them in Photo they are landscape oriented. Is there a setting to make them open in portrait orientation?

 

Rotate 90° was not working earlier this morning, but it is now. I did restart my Mac to celebrate the new year! Happy New Year to everyone!

To rotate an image in Affinity-Photo, the following shortcut
rotate 90 clockwise: Ctrl + Alt-Shifr + up
rotate 90 anticlockwise: Crtl + Alt + Shift + down
When a picture is taken in portrait format,
the rotation data should also be so stored in the camera.
otherwise the image will not be displayed in OS or any other program in the correct view.
modern cameras do it automatically, I can remember that it's not always that true.

The rotation of portrait is stored in the image, but Photo opens them in landscape. I see the portrait rotation info in my image browser. They are shot as JPGs. Is that why?

Probably the wide and height are taken from the image Exif data as orientation indicators here in your case for the Fuji, for your shown image 6000 x 4000 px landscape. - This one here instead shows up as 3538 x 5307 px and thus in portrait format (a LR converted RAW to JPG BTW):

Also some cam vendors sometimes do put their own explicite orientation data (portrait/landscape, 1/0 etc.) into own special makernote Exif sections, which not every software can read out and can take into account from there. However your image browser (which one?) seems to can handle this better then.
