I am wondering if stabilizing considered smoothing when painting? I see the benefits of stabilizing but I'm not smart enough to speak technically here. I do know that other apps have smoothing that acts a little different. Can someone please explain?

Some smoothing is automatically applied to lines when drawn, the stabilize option allows for greater control to achieve better results.

Thanks on another note why is the repeat function in brush options not work correctly? See attached. I have set for the image to repeat and I would like to believe the app is to not stretch what inside the red dotted bound lines of the captured image.
