How to cut out a certain area of a photo??

You can use either the Crop Tool or the Rectangle Tool. If using the Crop Tool, rasterize the layer after cropping so that the unwanted portion is properly discarded (because the tool is non-destructive). If using the Rectangle Tool, select both the rectangle layer and the photo layer and then click on the 'Intersect' icon in the Geometry section of the main toolbar.

I would just select a rectangle with the marquee tool

Press Ctrl + C to Copy

Press Ctrl + V to Paste it in the new document.

 

Make sure the image you copy from is a Pixel layer, not an Image layer or it won't work. If it is an Image layer, rasterise it first.

Windows PCs. Photo and Designer, latest non-beta versions.
