You didn't state what program you are using but neither Affinity program has an Autotracing feature. You will have to use a web based program (search for vector tracing) or trace them by hand. This one is free. http://www.autotracer.org

 

JPEG files can't include vector paths, they are pixel only, so it will be impossible to send your client a JPEG with paths. It would have to be an SVG  PDF or similar file,

It was recently added as a JPEG export option in version 1.6.  It's on by default in the standard export presets, however I untick this option for my own JPEG export presets because most image viewers will ignore the clipping path.  Therefore this option only really has a use if the exported image is going to be opened in something that recognises clipping paths, such as another image editor.

I took "lines converted to path" to mean the OP meant paths, as in "traced" or "vector artwork"? but I could be wrong.
