Unable to select Material ID without Rasterising

Ok, so I am supposed to convert it into "Pixel" layer instead right?

 

One more question, how do I copy layer mask to different layer, in PS it was simple control drag.

Yes, correct. Right-click the image layer in the Layers panel and select Rasterise. You should then be able to use the Flood Select Tool on that layer.

 

Regarding duplicating a layer: I believe you meant alt + drag in Photoshop? There's no way to duplicate it using a shortcut in Affinity Photo so one way is right-clicking the layer mask in the Layers panel and then selecting Duplicate. Drag the duplicate to wherever you need it.
