Do a search on Affinity Designer Textured Image Brush. Image brushes can be set to repeat the element(s) along a vector brush path.

 

If you are trying to make a set of vectors, in this case, you could just use the pen tool to make the line you want, and make it a dotted line. That could then be expanded, and the circles adjusted to have whatever attributes you might like for each.

 

If you have a font, AD allows any font item to follow a path. There are quite a few symbol and image fonts available to use in place of alphabet characters.
