There's a clip to canvas that is the default setting on a new install. Turn that off and you can view what is off the document edge.

 

But there is no means of seeing a surrounding rectangle around the page for the bleed amount. You can create a rectangle the page size + double the bleed and position it around the page or artboard and see where that bleed needs to extend to.

 

It's a hack and if using the page versus artboard, make sure to turn off being able to view that "bleed rectangle" before exporting to PDF. With an artboard, this rectangle needs to be outside the artboard "layer" in order to see it.

 

Did I mention this is a hack?

 

Maybe Santa will bring Serif...and us...proper/completed bleed set up for Christmas. But I wouldn't hold my breath and it would likely be in a beta in this "soon" of a time frame.
