Assuming you mean Affinity Photo, one way is to use the Place command on the File menu for that. Alternately, you can drag & drop a photo file onto the canvas. Both methods will usually create "(Image)" layers, which retain their full pixel resolution when resized.

 

If you add an .afphoto or .afdesign file, this will create an "(Embedded document)" layer, which you can edit by double-clicking on it. That will open it in a new window or tab, as if it was a stand-alone Affinity file. make your edits & close the window & the edited version will appear as the "(Embedded document)" layer in the original document.

I used the Place command and it places t he file I selected but only it was enlarged and I couldn't figure how to get it back to normal size

 

Another Problem I'm having is on "selections"  I used the selection brush and it worked good....I tried to copy and paste the selection on to a new layer but all I got was the outline of the selection???

When you "Place", don't just click but click and drag the Place pointer to size the image,

You must make sure the right layer is selected before you copy and paste.

 

Also, if it is a Placed layer, it will be an "Image" layer. Before you can do most editing you need to convert it to a pixel layer by right clicking on it and choosing rasterise.

 

Try pressing Ctrl + J (Layer > Duplicate) when you make a selection. It copies the selection onto a new layer for you.
