The file opened correctly for me in DPX8 on Windows 10 Home, both before and after installing three missing fonts (Edo, Mistral Bold and Quikhand 1.1). I already had Mistral on this PC but it wasn't installed; the remaining two are free fonts, one available from Font Squirrel and the other from DaFont.com. I can't help wondering whether the OP's DrawPlus installation is corrupted, but we'll find out more if and when Chan posts to CommunityPlus.
