Two or more colors could have the same HSL lightness or LAB intensity so it is somewhat ambiguous. Add a Threshold adjustment layer to the image Slide the slider all the way to the right (so everything goes black) then slowly move to the left. The first white bits to show up should be the pixels in your image with the greatest intensities.
