I have my photos organised in LightRoom 5 and got Affinity Photo because PS was getting ridiculously expensive for my limited use.

My RAW processing and basic adjustments are done in LR, and the majority of photos are just exported from there, I have a reasonable feeling of how to work with it.

I then go into AP for things where more detailed work is needed, for example I did exposure stacking to make star trails.

As I am hardly using the Develop Persona, how/where/when do you suggest I sharpen? Sharpening is a bit of a dark art to me...

I use 3 tier sharpening.

1. In LR basic adjustment stage I include noise removal and slight basic sharpening

2. In LR export USM as needed for purpose

3. In final use fine tune in AP/PS (or even in Indy/Zevrix LinkOptimizer when making publications)

Is the first step really needed, that may be argued..

I start with LR and basic global NR/Sharpening. I then get a lot more specific in AP, using different methods (I like to play and see what works) and painting it into key focus areas. If I'm going to do output sharpening it's just before print or digital finalisation.
