Activate Pen Tool and set stroke to 16 px with "scale stroke with object" enabled.

Create a horizontal line of any length.

Select line and use Transform panel to divide W by 2 - the line becomes half as long but stroke becomes 12.649 px instead of 8 px.

I think there's a clue in this equation:

16 / 12.649 = 1.2649

I think it might have something to do with the 0 height. If you hold Shift and drag to resize it to half its width, you end up with half the Stroke
