Usage On Multiple PCs in same home?

I have a quick question before considering a purchase. We use the iPad app via family share, and I was wondering if my father and I could both use a Windows license? We probably wouldn't be using it at the same time, and he would rarely be using it, compared to myself.

 

Could we install it on both PCs? More likely than not, only one instance at a time.

Welcome to Affinity Forums :)
Both can use the software but only one can use it for commercial purposes. You can also install it in more than one PC (again assuming that only you is using it for production/commercial work).
Here's the relevant part from our EULA:

The License granted to you is limited, non-transferable and non-exclusive. Except to the extent any rights cannot be excluded by law, you are permitted:

  1. if you are a private individual, to download, install, use and run for personal use, one (1) copy of the Serif Software directly on each computer running Microsoft Windows (“Windows Computer”) that you personally own or control. Commercial use is permitted but only use by you and not by any other users of any Windows Computers that you own or control. For example, other members of your household that use your Windows Computers may make personal use of the Serif Software whereas, if anyone other than yourself needs to make commercial use of the Serif Software, the other user will need to make a separate purchase.

I don't monetize my videos, and don't have a tip-jar. Would it still be considered commercial if the videos I make are a hobby?

 

Say my father purchased it as a business expense for himself, and I just used it for my video hobby?

I think it's pretty clear (from the text that @MEB quoted from the EULA) that if your father owns or controls both PCs then you only need one licence as long as he is the only one who ever uses the software for commercial purposes, but if you own or control the PC that you use then you need a separate licence, even if your use of the software is strictly non-commercial.
