Mac License when bought through the Mac Store

I read online that the license lets you install on both platforms

I don't know where you read that. The Mac version is sold exclusively through the Mac App Store and the Windows version is sold exclusively through Serif's own Affinity Store. Since Serif and Apple don't share their customer data, neither one has any way of knowing that you have a licence for the other version.

Affinity Photo on iPad also requires a separate, but cheaper, licence.

If you mean with „both platforms“ two Macs: You may install AppStore software on all Macs using your Apple ID:

Open the AppStore on your second machine, make sure, you are signed in with the same Apple ID, choose the Tab „Purchased“, find the app, you’ve already bought, and click „Install“ to the right of this entry.
