You didn't say if you are using Designer or Photo but this is Photo. Click on the menu in swatches,

Designer is pretty much the same.

I think @LeviA is asking if it is possible to convert a color applied to several existing items to a Global color "after the fact" rather than how to create a Global Color. As far as I know, this is not currently possible but has been mentioned several times in the Feature Request forum as something many users would like to see added.
