What I would do is create a new blank document the size of the page you want to print to (& to set margins if needed). Then I would use the File menu > Place command to add each of the four photos as image layers, arrange & resize as needed, & print.

As R C-R says but if you turn snapping on, View > Snapping Manager. Set "Enable Snapping" and "Snap to object bounding boxes" the individual images will all align with each other and make it nice and neat.

Windows PCs. Photo and Designer, latest non-beta versions.
