I tried to find a video explaining the difference between using the Color Replacement Tool and using Paint Brush tool.  I made a selection and tried the Color Replacement tool thinking if you click on the selection it would pain the whole selection with that color but instead had to paint over the whole selection like when using the Paint Brush Tool.  I added a new pixel layer and also tried it on the background layer.  It seems to me that I must be doing something wrong or they are the same?

Strangely, I did just make a post to show a use for the colour replacement brush.

It does not paint, it changes the colour where you brush. However, it is not really a "colour" replacement but a "hue" replacement. It wont change black, grey or very light colours.

 

Here you can see it replacing the orange with blue. It keeps the texture of the item below. but changes the colour. You don't need to make a selection first.

If you want to change the whole selection ?  use a recolour adjustment layer

The Paintbrush just paints.
