Use either Krita or OpenToonz instead. Editing gif animations in OpenToonz is very effective and easy in my experience - and extremely powerful. OpenToonz imports and export gif animations if the ffmpeg executable is set up in the preferences. A joy to animate with. The timeline supports layers, of course, although the way they work is different compared to image editors. Krita's timeline is also quite good for animation, and works with layers (in this case just like Affinity).

I've never used OpenToonz for myself, but I do like how they've come along over the years. I think that program was used for some Studio Ghibli films such as My Neighbor Totoro.

Affinity Animator could be amazing, better than a bloated Affinity Designer IMO.

I think it's too much bloat for a focused program like Affinity Designer. Unless it's implement as a new persona or even better a totally new program based on the same file format as Affinity.
