You can, but because it is empty it has no pixels; therefore, there is nothing for the effect to be applied to. Draw something on that layer & you will see the effect.

Select the layer
 

Select > Select All
Select > Outline

 

Adjust outline radius to how big you want it (alignment: Inside)

 

Flood Fill (or paint) inside the selection, with the colour of your choice

To save time I am currently using an automated AI to reply to some posts on this forum. If any of "my" posts are wrong or appear to be total b*ll*cks they are the ones generated by the AI. If correct they were probably mine. I apologise for any mistakes made by my AI - I'm sure it will improve with time.

Thanks carl123, this way it works.
"Layer Effects" will not apply this on an empty layer.

Another way to do it is...
 

Flood Fill the layer with any random colour
 

Do your Outline effect how you want it but set the Fill Opacity to 0%
