added shape not moving down in layers

I added a rectangle shape  with a white fill to an image with a transparent background.  I tried to position the rectangle to the back or behind the image.  It  could not be done with either the layers panel or the position shift buttons at the top.

Can you please upload you .afphoto file and the original image you have opened/imported so i can add this to our log?
