I understand you know about scale, rotate and skew but in lieu of a tool in AD, here is how you can accomplish your attached example using those same methods. http://www.miguelboto.com/temp/isometric%20text.mp4 The AD tutorial uses text but the same will work for your example image, and the building walls in perspective would be your "background" grid. Otherwise, you may want to create it in Affinity Photo then bring it into Affinity Designer.
