The only way to select the objects on the locked layer or artboard is to select it from the Layers Panel. It's a quick way of locking down all the objects so you don't accidentally move them which is more likely to happen than accidentally moving an artboard. The only real solution would be to have a separate lock button for keeping artboards in place which would need to go in Feature Requests. Cheers.
