The Cmd key, which enables this when drawing shapes or transforming shapes or pixel layers, is otherwise assigned for the marquee tool and there is nothing on the option bar either. I would suggest that the Cmd modifier be re-assigned to do what it always does with all the other drawing tools and the that 'move layer with selection', which is a one off modifer specific to selection tools only, be re-assigned to a one off combo (two simultaneous modifiers perhaps).
