I've been trying to figure out how to adjust the blur tool's strength. It seems by default it applies too much - how can I adjust it. The Blur Brush Tool has adjustments available on the top toolbar, Width, Opacity, Flow etc. These can all be used with the Brush Tool. Have you tried using the the Selection brush to select that you're wanting to blur and then use one of the Blur filters, which have scale sliders, so only the selected area will changed.
