There are 3 places I can place an adjustment layer.

 

  1. Under the layer
  2. On the layer
  3. Above the layer

 

What I'd like to know is what is the difference?

I suggest watching Affinity Photo - Layer Concepts for an in depth demonstration of how this works, but very briefly:

 

Under the layer -- affects only layers below

On the layer -- a "child" layer that affects only the parent layer

Above the layer -- affects all layers below
