Circles inside circles with eclipse tool

I need to set a circle in the centre of the page and then place another circle inside that with an exact 4 mm gap between the two all around. I've seen a video, that I can't find! where he sets a horizontal and vertical line to set the exact centre point and then uses the elipse tool to drag a circle from dead centre which forms a perfect circle. I can't work out/find the way to do this.

 

Thanks in advance for any help.

Enable "Sapping" will guide you to the center of the page - hold Shift+cmd to drag from that center. Look at Transform panel to adjust size - duplicate circle and adjust size accordingly: Check out the AnimGIF
