Even more so it shouldn't change palette when switching between open documents. Create or open 2 documents. Create document palette for one, and select it. Go to the other open document, and back to the one with palette. Palette is switched to Grey (or the topmost i guess) So i guess: Save palette setting with document, Remember palette settings when switching across documents.
