No, Affinity can’t (currently) export ICO files. However, I’m not sure this would be a feature to implement anyway. Besides older versions of Microsoft’s Windows the only real application for ICO I know was for website bookmark icons (a. k. a. favicons). And besides the fact that every fairly modern browser nowadays supports other file formats (such as PNG) for favicons and ICO isn’t needed anymore there are lots of online ICO generators if you still insist in using this outdated format. I don’t think Serif should bother to implement ICO export anymore.
