First Option: You can use the Paint Brush Tool with a relevant Brush in the Photo Persona of Photo or the Pixel Persona of Designer – see attached image.

Second Option: You can add a Gaussian Blur Effect to an existing layer via the Quick FX Panel in any application.

There will be other options depending on your requirements.

If neither of those is what you want then we might need more information about what you have and what you are trying to do with it.
