It has a "Source" option for "Global" or "Current Layer".

There is a primitive destructive Auto Levels command (with button in the main toolbar) that you can try, otherwise you need to manually, and tediously, fiddle with each channel in a nondestructive Levels Adjustment or Curves Adjustment.

autolevels not work such case. also looking original image with pipet and get values. and related thing if i want convert some my scans to brushes where i need darkest values as black and brightest as white.

Levels shows a histogram, where you can see if a channel gets blown out.

You can detach the histogram from the panel and make it really wide (full screen) so you can see every single color value (in 8 bit resolution).

Why? It maximises the color channels individually. Do you work in color or greyscale for brushes?

Do you want a saturated color (if it is the brightest value) blown out to white?

 

Please provide a test image, and another image shown the expected result image.

to get the darkest value of an image, use minimise filter.

to get the lightest value of an image, use maximise filter.

activate "protect alpha", and choose 1/2 of image size (larger of x/y) as radius.

Use color picker in the center of image to read out values.

I assume all such feedback posts with "like PS" get never pass the "not safe for staff"  filter so no Canva / Serif developer will ever see them. 

Color pickers are within top 10 of most redundantly requested features.
