It would probably help to have a screen shot showing the Stroke Panel, rather than the Swatch Panel. 

It works for me, on Windows, using either the Stroke Panel or using an Outline fx.

(I notice you are showing the Text Frame Panel, that will add a stroke to the frame, not the text.
edit: I also notice you have the stroke colour the same as the fill colour, that might make the stroke difficult to see, especially if it's set to inside!)

I can't because i dont see tools, when tex is seleted, oall tools are for fonts and none for path width, can you screen me where is button and text selected at the same time? There is all tools I see

Select the Stroke panel, shown to the right of the Swatches panel in your screenshot, and you can adjust the stroke width there…
