I cannot observe the behaviour you have shown on three installations I have tested (Windows 11, Windows 11 in a VM, MacOS).
My recommendation would be to update the GPU drivers. If the drivers are up to date, try deactivating hardware acceleration.
Another adjustment screw could be the quality of the Retina Renderer.

If none of this helps, I would like to ask you to post the hardware specifications (CPU, GPU, amount of RAM) of your computer here.
One more question I have. Do you use a drawing tablet for drawing? If so, which manufacturer?

Thanks for the specs!

With the hardware constellation, I would not rule out a driver conflict between the iGPU (CPU) and the dGPU (RTX 3050).
To test this, one of the two graphics solutions would have to be deactivated. The easiest way to do this is with the device manager. Search there for the entry for the Intel graphics card and deactivate the driver.
The laptop must then be restarted so that the driver is unloaded.

Now start Affinity Designer and test whether the sluggish behaviour still occurs.
