A master page added to a document that has none is hidden by the regular page?

I added a master page AFTER I had placed content on a page that was created with NO master. The regular page seems to have blocked the master.

This does not happen when creating a new document with "default master."

In any case, when you add a Master Page to a document page it goes at the bottom of the Layer stack. That is true whether the document page already has content or not. If you already have content on the page when you add a Master to it, the content will be above the Master Page content, and may hide it.

You can use Edit Detached on that Master Page layer on the document page, then drag it up in the stack using the Layers panel. Or you can use the menu, e.g., Layer > Arrange > Move to Front.
