ML is only for APhoto.

Machine Learning is also available in Publisher.

Go to Applications, right-click the Publisher icon, choose Get Info, and ensure Open Using Rosetta is deselected. If you had that option selected (which could happen if you had an old plugin), then you've been running Publisher under Rosetta emulation all this time which would slow it down, too.

because you only get it if you have an APhoto license, so why would you mention it in Publisher's features. We don't talk about any of the Photo Persona features available with studio link

Thank you for confirming my previous statement that MLs are "only" in APhoto.
Then I don't understand why @MikeTO claims, that MLs are also available in APublisher - and therefore that they are set in APublisher settings.

because they are available, once you have set up StudioLink for Affinity Photo 2.6. That's when the option appears in Affinity Publisher's Settings. So if you have not got Affinity Photo 2 installed (in the Apps folder) then Publisher's settings would not show the ML options.

and doesn't this seem like important information to you that the OP doesn't even mention - i.e. it's not even obvious that APhoto has it at all?

I may not be correct about the options being hidden. They may be there in settings but useless because Photo persona is disabled till you install Affinity Photo 2. Either way this does not help @jimrome

So let's ask again - where in APublisher is ML set? Or as I wrote right at the beginning, is it a function available (settable) only in APhoto, and therefore the OP does not set it in APublisher?

In Publisher's own Settings, just like in Photo. (This is from the 2.6.3 beta because I don't have 2.6.2 installed just now, but it's the same except for the Beta Program option at the bottom of the dialog.)

From what Patrick wrote, I think you'd need to install the same version of Photo to enable StudioLink and make the Machine Learning settings appear inside Publisher.

I think it's just a shared functionality via StudioLink, meaning that APublisher itself can't use ML - which is what I tried to tell the OP right at the beginning, and which you unnecessarily refuted.

The Settings within Publisher are for the complete application, and all 3 Personas. None of the Personas has its own Settings; they're all shared. Therefore, the Publisher application Settings will include Machine Learning if you have Photo installed and StudioLink setup, because within Publisher you can use the Machine Learning functions when you are in the Photo Persona.
