To create multiple outlines, click on the closing angle bracket, then click on the cogwheel. You can add one, and only one, Stroke to a Group and doing so will automatically apply the Stroke to whichever child layers of that Group can accept the Stroke. This is, again, by design and not a bug. If you would like this situation to change then you can use the “Feedback & Suggestions” section of the forums. Note: I can’t quite tell what you are trying to do in the video at all times, it can be difficult to understand intent from such a video with no annotation or notes, but at at least one point you seem to be trying to click somewhere which isn’t clickable, so that might be causing some confusion.
