I did this in Affinity Photo using my gold brushes, Pattern layers and the brush 'Symmetry' setting. I created a simple brush stroke, then moved the object's centre to a chosen point, and duplicate and rotate it many times until I have (in this case) a flower-shape, which I used for the flower pattern background. That's where it began, anyway...

A lot of experimentation, a lot of work, a lot of discarding layers that aren't working and a lot of time... and then I'm never really sure if I like it or not...
