Affinity Publisher for some reason is converting EPS files to TIF files when opened.

However, when placed in a document, they arrive as EPS files, as they should.

Why does it do this? Why does it not retain EPS status? Am I doing something wrong? Are my settings incorrect?

EPS means Encapsulated PostScript. It's only a container format for vectorial or raster images. Your file is probably containing a TIFF file. 

For the rest, we'd need more details…

Is it actually a TIF file or just a layer object with a TIF name? IOW, if you hover the pointer over the icon to the left of the layer in the Layers panel, what does the popup tooltip say it is?

Same with placing -- is it identified as an EPS object or something else?

  • Placed says EPS in Resource Manager
  • Opened says TIFF in Resource Manager
  • Placed says ‘Embedded document’ when I hover
  • Opened says ‘Image’ when I hover
