I've imported a jpeg into AP but can't make changes to it??

When I create another layer 'pixel', the tools work fine

When I work on the layer direct (not imported) just opened, also works ok

Can anyone tell me  why the jpeg layer is locked or unresponsive? (no not locked with the padlock icon) just not working with any tool...

Rasterize the layer to get a pixel layer.

Most likely it is because the JPEG is imported and there is an Image layer, not a true Pixel layer. You would need to rasterize it. Preferable rasterize a copy and hide the Image layer.

I have never mastered color management, period, so I cannot help with that.

The image layer is kind of a rectangular shape with a bitmap fill of the external file content.

it can be scaled by move tool / transform panel repeatedly without loss of quality.

Affinity is optimized for non destructive workflows, meaning any edit stays on a separate layer. The combination (merge) of layers is postponed until exporting, or done on request byymerge visible.

True, but that's also true of a Pixel object/layer and every other kind of object/layer, and so it's not a distinguishing feature of an Image object/layer.

My sentence was given in context of avoiding merging or any other forms of rasterization.
in case you use a bitmap fill on a pixel layer you can’t resize or transform without quality loss. if you do, noticeable quality degradation will become visible at export for files with fine details.
