I have this area selected (the transparent pixels), I want to create a shape that is the shape of the selection. This is because I want to outline the image.

Select layer with image (which has transparent background), and set fx (outline).

unless I can separate the outline that won't do what I want, I want to outline the outline, and then outline that outline and so on

If you're using Outline FX you can add as many outlines as you want, (click on the plus sign). You just need to make sure you get them in the right order. You can change this with the up and down arrows at the bottom of the dialogue box.

KInd of, the outlines need to fill the whole picture, so I'm needing to raterize the outlines, and then creating outlines from the outlines (and they're still not big enough) because I'm still not able to actually create shapes from the selection, I also want to merge other shapes into the outline, like a small dinosaur or something, it would be a lot easier if they were actually shapes
