I do creative work where I test various artwork against a light and a dark background.

While I want to be able to export the artwork, I don't want to export the background.

I want to be able to see the background color in Designer/Pixel persona but don't want to export it.

I know I can turn off these layers but when I've got a large number of artboards, this becomes a bit tedious.

I researched as best I can but I think I'm out of luck.

Or am I?

OMG that's incredible. Damn I couldn't find that and works exactly as I'm wanting.

I think the problem is that the tooltip says "Make item visible in export" should instead say something like "Do not export this item."

well, it should probably be aware of it's current state and change the tooltip wording from "Make item visible in export" to "Make item invisible in export", whatever the state requires. or whatever wording makes the most sense.

my problem was finding it in the first place though lol.

But it isn't just about visibility, but actually about if it will be exported or not.

In general, users want to manage how layers react during edit, export, import etc.

Visio is a good example where you have a simple UI to manage layers and their state in one place instead of cluttering all over the UI in inconsistent form.
