This is an Affinity Photo file inside an Affinity Designer file. A bitmap with a mask. The mask was created in AP using the Selection Brush Tool and refined with the Refine function.

Why is there (almost) always a white border around the bitmap? It has to be removed manually.

Why can’t AP mask an object without this issue?

The same problem occurs with imported *.psd files. If I use the same *.psd in (for example) InDesign, there is no border in the exported PDF. But if I import it into AD, I see the border. Of course, *.psd is not a native Affinity file but *.afphoto is!
