Hello,
I need to center the text both horizontally and vertically in this square.

I tried most of the functions in paragraphs but nothing helped.

It's taken from indesign.

I tried to set it all over again in publisher but unsuccessfully.

Please advise how to set it all up see above.

I would probably use Artistic Text within a Rectangle shape for that, rather than a Text Frame, as Artistic Text will allow you to centre the text vertically more easily as it uses the character bounds as the dimensions.

If you also set all of the Constraints to be OFF for the Artistic Text layer then you can get the software to re-centre the text (without resizing it) if the Rectangle changes – see attached video (yours on left, mine on right).

Highlight the text and set the Baseline to "0px" yours is set to 7.2px
