Features like scribble can cause this effect. https://discussions.apple.com/thread/255952918?sortBy=rank So to solve, deactivate scribble. As Apple modifies the settings UI frequently, this option might have moved to a different place. BTW Apple seems to fixed the issue with newer iPadOS. I now have scribble active again and the keyboard stays large. Which iPadOS version do you use?
