but the new tool is not in my sidebar. How do I get the new tool?

What "new" tool do you mean? Personally, I don't know of any new tools in ADesigner.

Otherwise, the Tools Panel settings are done using:

Welcome to the forums @Miss Me Makes

In addition to what Pšenda said above, you can check to see if the software updated properly by looking at the version number in the splash screen when you start the application or via the “Help → About...” menu.

If the version number is greater than what it was before you tried to update it then the software has been updated.

Note: It’s useful to tell us which Affinity application you are using, and on which OS, so we don’t need to ask you. By doing so you should generally be able to get help more quickly.

If I have designer, do I have photo too or is that an additional purchase?

If you didn’t purchase a licence for Affinity Photo, or if you didn’t purchase a Universal licence for the whole Affinity suite, then a licence for Photo would need to be purchased if you want to use the tool you are enquiring of.

... i will just add that you need to pay attention to the HW platform of your PC, i.e. either have Windows OS or macOS with a Silicon chip.
