You can create a selection in Pixel Persona (menu File ▸ Personas ▸ Pixel) in Affinity Designer Beta for Windows with the marquee selection tools and click the Refine button in context toolbar to access the Refine Selection dialog where you can refine and output the selection as you want. For more information please check this video tutorial. It's for Affinity Photo on Mac but the Refine Selection dialog works the same way in Designer.
