Getting this little guy to show up is tricky enough, and 80% of the time, when I click after doing so, it turns into a resize arrow. The window for accessing this is way way way too small. Please consider a key modifier or something. The transform panel is ok, but it's not the same as manipulating the object directly.

What OS are you using? For me it works perfectly fine on Windows. It may also depend on the size/resolution of the monitor, which would affect the size of the shear control area. And maybe it can also depend on the Tool handle size in Preferences.

To help those chasing after it, it appears with the Move tool when the cursor is outside of a bounding box central handle, very close but not too much – otherwise it changes to resize cursor.

I'm not having any difficulty getting that feature when I want to use it, but I do agree that the hot zone for this is incredibly small and could definitely stand to be enlarged.  Same with rotation at the corners.
