Zoom to Fit in Publisher does not work after scrolling to another spread without clicking on it

Perhaps this is not a real bug but rather an oversight in usability, but in Publisher Zoom to Fit command seems to require the user to always first click on a page before it fits the page to window, and failing to click on a page at least once does not fit the page currently visible in the viewport but rather the page which was last clicked on. Forcing users to always empty click on a page before Zoom to Fit command becomes available is unintuitive, time wasting and simply annoying, especially when upon opening a longer document or book and hitting Cmd 0 to fit the page to window takes you right back to the beginning of the document.
