It will probably be released in the middle or end of the year. Therefore, version 3 or 2.8 may be released after that. This is my guess based on the statements made and the course of the development of new versions. Quote

This would make Publisher a viable alternative to Vellum, and indie authors everywhere would rejoice for having a non-Mac epub formatting solution. Quote
