The "Keep with next" option ignores any lines beyond the next paragraph.

In the scenario where the next paragraph only has 1 line, and "Keep with next" is set to 2 or more lines, I would expect the paragraph to move to the next frame, keeping it with the next two paragraphs.

You and I have opposite views on this, I would be very upset if a second paragraph was selected as well. I would want two lines from one paragraph.

I have never mastered color management, period, so I cannot help with that.

The "Keep With Next" feature has worked this way in page layout apps since the 1980s so this is more of a feature request than a bug.

However, the Help page doesn't explicitly state this, it states only "allows you to specify the number of lines that must be kept together" so I can see why there is confusion. Perhaps Help should be changed to "allows you to  specify the number of lines of the next paragraph that must be kept with the last line of the current paragraph."
