I have tried to copy pixels from an original layer to a layer that has part of the image deleted to transparent. When I select the desired pixels, Ctrl-C, move to the transparent-background layer, do Ctrl-V, it copies the whole layer, not just the selected pixels. Am I doing something wrong? I've tried 5-6x.

You're trying to copy pixels from an Image Layer. Image Layers are like containers, that don't allow you to manipulate the pixels. Rasterize it, and then you should be able to copy the pixels you want.
